Ukraine’s Defense Industry: America’s Strategic Advantage

To The Honorable President of the United States and Honorable Members of Congress:

The revolution in warfare in Ukraine highlights the dominant role of unmanned vehicles across all domains: air, land, and sea.  In response to the Russian invasion, Ukrainian entrepreneurs, in collaboration with military volunteers, have developed a variety of unmanned vehicles with significant capabilities that are not currently available to the U.S.

Over the last two years, MITS Capital, an international group with senior US participants, allies, and Ukrainian entrepreneurs, has been advancing new systems for combat operations. These innovations include:

  • Stratospheric payload carriers
  • Command and control systems impervious to electronic warfare (EW)
  • AI-powered targeting and optical navigation systems
  • Acoustic and AI-driven drone detection capabilities
  • Advanced imaging cameras
  • High-performance drone motors and rocket engines

The developments also include finished land, sea, and air drone platforms. The technologies are battle-tested, and 90% are currently in operational use.  Manufactured in Ukraine, they cost less than one-half (and sometimes one-tenth) of the equivalent US cost.

The US can leverage what has been developed and put into production in Ukraine for its benefit.  These weapons systems are not only cost-efficient but also readily deployable.  Ukraine’s production volumes will double in 2025.  Furthermore, their adoption offers the collateral benefit of replacing Chinese components in U.S. defense supply chains, enhancing national security. Moreover, Ukraine has a critical mineral resource base that can be incorporated into the US defense supply chain.

With its large-scale defense industrial base, Ukraine can become a strategic asset to the US.  Ceding this strategic asset to China and Russia would seriously affect US interests.

We prepared the attached report to substantiate the above.

We urge the new administration to examine Ukraine’s innovations and low-cost production more closely.  By leveraging its partnership with Ukraine, this administration can catalyze American technological competitiveness and ensure the U.S. remains at the forefront of modern warfare.
